The Federal Government’s climate change adviser, Ross Garnaut, says energy-intensive industries should be compensated under an emissions trading scheme.

In releasing his draft report in climate change Garnaut announced 30 percent of revenue from carbon permits should be spent on assisting businesses in adapting to a low-carbon economy.
